This full-time position will be placed on the College 12-month employee Exempt Staff salary scale at grade 102. Actual salary placement based on qualifications and experience. Position includes an excellent fringe benefits package.
Job Summary
The Admissions Recruiter, Credit and Workforce Programs, advances Carroll Community College’s mission by attracting, engaging, and supporting prospective students across credit degree programs and noncredit workforce programs, serving as a connector between academic pathways and workforce training. Through outreach, relationship building, digital engagement, and individualized advising, the recruiter supports diverse populations—particularly adult learners, career changers, first generation students, and those transitioning between workforce and credit pathways—while emphasizing equitable access, clear communication, and coordinated support across college departments to promote enrollment, retention, and program completion. This position reports to the Senior Director of Enrollment Development, with a dotted line relationship for functional alignment to Workforce, Business, and Community Education and Strategic Marketing/Brand Management.
Essential Job Functions:
Recruitment and Outreach
Conduct targeted recruitment and outreach activities for credit programs, workforce training, certificates, and stackable credentials, on main campus and beyond. Frequent local travel required and ~20% regional travel in Carroll County.
Represent the College at community events, employer sites, workforce agencies, and partner organizations.
Plan and deliver presentations, information sessions, and recruitment events in person, virtual, and hybrid formats.
Develop and maintain strong relationships with workforce partners, employers, community-based organizations, and internal stakeholders to support enrollment pipelines.
Program Advising
Provide individualized guidance to prospective students on program options, admissions steps, workforce training pathways, and transition opportunities between noncredit and credit programs.
Assist students in identifying career aligned pathways, including short term training, credentials, and degree programs.
Support prospective students through key enrollment milestones, including inquiry, application, placement, registration, and referral to advising, financial aid, or workforce services as appropriate.
Assist students in identifying next-step training or programs that align with their past education.
Attend regular meetings with the Admissions department, Strategic Marketing and Brand Management Office, and the Workforce, Business, and Community Education Division to ensure seamless communication and vision for the position.
Credit and Workforce Pathway Integration
Collaborate closely with WBCE, Academic Affairs, Advising, Financial Aid, and Student Affairs to promote aligned pathways and reduce barriers to enrollment.
Support initiatives that encourage workforce students to transition into credit programs and credit students to access workforce credentials and experiential learning.
Maintain knowledge of articulated credit, prior learning assessment, stackable credentials, apprenticeships, and employer-driven training opportunities.
Marketing and CRM Operations
Track recruitment activities, outreach efforts, and enrollment outcomes using the College’s CRM, Lumens/Genoo, and the Colleague student information system.
Build and schedule email campaigns in compliance with branding standards, maintain audience lists and segmentation workflows.
Ensure email communications remain accessible mobile-optimized and aligned with brand and frequency guidelines.
Communicate clearly and consistently with students using multiple modalities (email, phone, text, CRM tools).
Provide input to inform the College’s marketing and communication plan.
Analytics reporting and strategic insight
Collect and analyze performance data related to social media and email marketing platforms.
Analyze recruitment data to identify trends, gaps, and opportunities for improved outreach and student engagement.
Prepare monthly and ad hoc reports on engagement trends and campaign effectiveness.
Develop recommendations that strengthen digital reach, content strategy, and engagement with prospective students while tracking progress toward institutional objectives.
Perform other related duties as assigned.
Job Requirements
Minimum Requirements to Perform Work:
Bachelor’s degree from an accredited institution.
Minimum of two years of experience in recruitment, admissions, advising, workforce development, student services, or a related field.
Demonstrated ability to work effectively and communicate with diverse student populations, including adult learners and nontraditional students.
Strong interpersonal, communication, and presentation skills.
Ability to manage multiple priorities, work independently, and collaborate across departments.
Proven experience with complex technological systems like CRM systems, student information systems, and standard office technology.
This position is designated as working with minors and is subject to child abuse registry checks and criminal background screening.
Ability to work some evenings and weekends.
PREFERRED QUALIFICATIONS:
Experience in a community college, workforce development, or higher education enrollment setting.
Familiarity with credit/noncredit pathways, workforce credentials, apprenticeships, or employer partnerships.
Bilingual or multilingual abilities.
Experience with data informed recruitment or enrollment management strategies.
PHYSICAL DEMANDS:
The work is normally light work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required:

Visual acuity – Ability to perceive or detect surroundings
Mental acuity – Ability to focus, concentrate, understand and convey subject matter
Repetitive motion (i.e. keyboarding)

WORK ENVIRONMENT:
College campus, area high schools, local employers, community locations, and related offsite locations. Direct contact with students, staff, faculty and the general public in classrooms, common and shared areas, offices, and campus environments. Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office, meeting, and training rooms. Use of safe workplace practices with office equipment; computers for data entry and word processing with some highly technical applications and new technology systems; avoidance of trips and falls; observance of fire, workplace and building safety regulations and all College policies. Observance of traffic laws when/if driving College vehicles.

Residency restrictions apply. The College does not hire solely online instructors living outside of Maryland. Carroll employees may live in other states, but they must physically work in Maryland the majority of the time. For income tax obligations, employees must be a resident of DC, VA, WV, MD, or PA on the date employment commences. In addition, candidates must be willing to come to campus for identity verification within 3 business days of hire date.
