February 23, 2026CCWD Partners with Westminster Rescue Mission and
Health Department with Certified Peer Recovery Specialists Program
March 20, 2026 – Carroll County Workforce Development (CCWD) is pleased to announce its partnership with the Westminster Rescue Mission and the Carroll County Health Department to increase the number of Certified Peer Recovery Specialists (CPRS) in Carroll County.
The Westminster Rescue Mission recently announced its acceptance of a state grant award through the Rural Advancement for Maryland Peers (RAMP) program for this initiative. CCWD and the Carroll County Health Department will partner with the organization to launch the Carroll County Peer Workforce Program, an initiative designed to strengthen and expand the local peer recovery workforce by increasing access to training, supervision, certification, and employment pathways for CPRS in Carroll County. The program creates a coordinated pipeline that moves participants from recruitment and training, through supervision and service hours, culminating in CPRS certification, employment and career advancement.
“I am excited to partner with these two outstanding organizations on this new workforce development initiative,” CCWD Manager Heather Powell noted. “We are building more than a program, we are creating a pathway to opportunity where we will equip individuals with the skills and support to succeed in this career. We are energized to work together and look forward to many successful outcomes!”
