Job Description

The City of Westminster is looking for a detail-driven and proactive Construction Inspector who serves on the front lines of construction and maintenance projects that keep our city running — from inspecting underground sewer lines to overseeing the construction of water mains that support neighborhoods, businesses, and public facilities.

As the Construction Inspector, you’ll:

Inspect public utility infrastructure—including sanitary sewers, water mains, booster pumping stations, and municipal wells—for quality, compliance, and safety.
Monitor construction workmanship to ensure adherence to approved plans and specifications, particularly for water and wastewater systems.
Work closely with contractors and engineers to verify proper installation of sewer lines, storm drains, and water-related infrastructure.
Conduct final inspections of water and sewer installations, ensure as-built records are complete, and support testing and reporting.
Coordinate with internal departments and external agencies to keep water and sewer projects on track, on time, and aligned with City goals.
Respond quickly to field issues, authorize real-time corrections, and maintain safe, efficient traffic patterns during active construction.
Maintain accurate records, review developer submittals, and recommend payments based on verified construction progress.
Manage annual paving projects and help estimate quantities of roadway repairs—often connected to underlying utility work.
Review fiber house drop work tickets for accurate billing.
Assist in resolving citizen concerns related to water and sewer work.
Stay current on best practices in utility inspection by attending trainings and industry events.

Job Requirements

Required Education & Experience:

Associate’s Degree in Civil Engineering or related field.
At least 3 years of field experience in construction or surveying (especially in water/wastewater infrastructure).
Or an equivalent combination of education and related experience.
Required Licenses/Certifications:

Valid driver’s license.
Certification in nuclear density compaction gauge (or ability to obtain).
Preferred Technical Knowledge:

Strong understanding of civil engineering principles related to water and sanitary sewer systems.
Familiarity with compaction techniques, utility trenching, pipe bedding, and material testing for water and sewer lines.
Working knowledge of OSHA/MOSHA regulations and sediment/erosion control.
