What You Will Do
The Parks Division Manager plays a critical role in providing safe park access to the citizens of Carroll County. You will direct the operations of County parks and facilities, ensuring compliance with all applicable laws. We are looking for a leader to seek and build partnerships that connect people, parks and programs. You will regularly use your expertise in managing parks to provide oversight to a wide variety of areas.
Essential Duties
• Manage specialized recreational facilities, including Hashawha Environmental Center, Piney Run Park and Hap Baker Firearms Facility
• Oversee maintenance of all 31 park facilities. Lead primary contact for on-site management of high hazard dam.
• Address firearms range safety protocols and firearms range construction using NRA standards.
• Manage capital projects utilizing in-house park staff and contractors. Coordinate the work of contractors in the community parks.
• Interpret and coordinate programs within all applicable laws and regulations regarding public recreation, day care, youth camp, and environmental education.
• Act as liaison between Carroll County Public Schools and Hashawha Environmental Center, for services provided for the Outdoor School Program
• Collaborate with advisory councils, support long-range planning efforts and capital improvement requests.
• Act as Department liaison for the Carroll County Equestrian Council.
• Develop goals to direct programs, integrating input from staff. Support and develop leaders to promote integrity, ethics, and the effectiveness of programs.
• Own the operating budget. Resolve issues by reallocating resources when necessary.
• Maintain transparent communication to support flow of information.
• Encourage collaboration and support team members work and development through mentorship. Build and maintain a welcoming workplace.
• Ensure operational standards set by Federal, State, and local laws are met. Promote use of legal counsel to ensure department policies, procedures, and practices follow applicable Carroll County ordinances.
• May perform additional duties in Director’s absence.

• Bachelor’s degree in recreation & parks, forestry, environmental education, natural resources management or a related field
• Seven or more years of related experience
• Five or more years of supervisory experience or demonstrated ability to perform supervisory duties.
• A comparable amount of education and experience may be substituted for the minimum requirement.
Required Licenses and Certifications
• Valid driver’s license
Preferred Licenses and Certifications
• Certified Park and Recreation Executive (CPRE) or Certified Park and Recreation Professional (CPRP)

• Requires criminal background check as condition of employment.
• Flexible work schedule including evenings, weekends, and holidays.
• May be required to work outside of standard hours.
• On-call for weather related emergencies and facility related issues while Hashawha Environmental Center is in session.
