Job Description
As a part of the Department of Public Safety, you will apply your knowledge of emergency communications to support the goal of protecting life and property. You will manage the Emergency Communication Center (ECC) and Carroll County’s public safety radio system, ensuring efficient operation and support of police, fire and emergency services in accordance with all applicable laws and regulations. The Director of Public Safety will rely on you to act as the State identified PSAP Director and to coordinate all emergency communications programs.
Essential Duties
• Manage 9-1-1 operations and the ECC, including both primary and alternate locations, in accordance with all applicable regulations and policies.
• Research public safety standards and radio communications equipment standards to provide recommendations and alternatives to meet needs of the County.
• Manage Computer Aided Dispatch (CAD) and 9-1-1 telephone systems.
• Research and implement appropriate programs to ensure maintenance and enhancement of the 9-1-1 Center.
• Serve as Agency representative to other County agencies and/or external groups. Prepare, manage, and present eligible funding requests to the MD 9-1-1 Board.
• Coordinate the response to all PIA/FOIA requests as an agency-identified Custodian of Records. Testify in open court as to the certified record, as needed.
• Review budgets for the office. Recommend reallocating resources when necessary.
• Implement standards developed in coordination with peers through policies, procedures, and work schedules. Lead team training to reinforce integrity, ethics, and use of best practices.
• Encourage collaboration and support team members’ work and development through mentorship. Build and maintain a welcoming workplace.
• Lead team operation to meet standards set in Federal, State, and local laws. Partner with legal counsel to ensure policies, procedures, and practices follow applicable Carroll County ordinances.
• Maintain transparent communication to support flow of information in the organization.
• May perform additional duties in supervisor’s absence.

Education and Experience
• Bachelor’s degree in Public Safety Administration, Public Safety Communications, or a related field
• Five or more years of related experience
• Three or more years of supervisory experience or demonstrated ability to perform supervisory duties.
• A comparable amount of education and experience may be substituted for the minimum requirement.
Certifications
• Emergency Telecommunicator Certification (or must obtain within one year of employment)
• CPR certification (or must obtain within six months of employment)
• Emergency Dispatch Certification (Medical/Fire/Police) (or must obtain within one year of employment)
• Emergency Dispatch “Q” Certification (Medical/Fire/Police) (or must obtain within 18 months of employment)
• CJIS certification (or must obtain within one year of employment)
• Emergency Number Professional (ENP) certification (or must obtain within 3 years of employment
• NENA Center Manager Certification Program (CMCP) (or must obtain within 3 years of employment)
Licenses
• Valid driver’s license
• Maryland Emergency Medical Dispatcher
Additional Information
• Requires criminal background check as condition of employment.
• Requires Federal and State criminal history record check for CJIS certification.
• Employment conditional on ability to pass required certification tests and a background check.
• Will be required to work outside of standard hours.
• Work schedule includes nights, weekends, and holidays.
• Must be able to provide own transportation as needed for local travel.
