Job Description

FIRE APPARATUS DRIVER/OPERATOR

​GENERAL RESPONSIBILITIES

Operates and maintains emergency fire and other emergency service vehicles. Provides basic life support (BLS), firefighting and rescue, in compliance with local, state and national regulations and training requirements on behalf of the Carroll County Department of Fire and EMS.

​ESSENTIAL TASKS include the following; other duties may be assigned.

Drive and operate fire trucks, engines, and other related fire and emergency response equipment safely and effectively
Check and maintain pumps, ladders, hoses, nozzles, and other equipment
Connect and effectively operate specialized fire suppression equipment
Perform specialized rescue services using heavy duty equipment and tools
Conduct apparatus, equipment, hydrant and building inspections
Complete timely, detailed and accurate reports
Verify vehicles, tools and equipment are properly maintained
Complete daily fire/EMS station duties and maintenance to assure habitability and safety
Provide basic life support emergency medical care
Actively participate in training, drills and other related activities
Assist the Lieutenant Station/Lieutenant Shift Commander with administration of the on-duty shift, as necessary or directed
Drive assigned apparatus in accordance with all applicable laws and DFEMS policies, procedures and safety guidelines
Position apparatus at calls for service and on incident scenes
Coordinate the maintenance and creation of pre-plans and area maps
Conduct apparatus inspections and operational readiness testing
Identify, address and correct problems with apparatus, removing from service as necessary
Perform basic preventive maintenance activities on fire and rescue equipment and apparatus
Perform related duties as to specific assignments
Any employee may be identified as Essential Personnel during emergency situations
Provide service to customers by answering questions, providing information, making referrals, and assuring appropriate follow-through and/or resolution
Communicate with managers, supervisors, co-workers, citizens, and others, maintains confidentiality; and represents the County

Job Requirements

EDUCATION AND EXPERIENCE

High school diploma or general education diploma (GED)
Validated EMT and fire service field experience
One year experience driving Class B fire apparatus *
*A comparable amount of training and experience may be substituted for the minimum qualifications.

KNOWLEDGE, SKILLS AND ABILITIES

Read, analyze and interpret information, policies and legal documents
Apply knowledge of federal, state and local laws and regulations relevant to fire and emergency medical services
Knowledge of first-due area and hazards
Knowledge of current Maryland EMS protocols
Ability to operate fire apparatus including engines, aerial devices and rescue squad and other specialized vehicles
Ability to apply required knowledge of emergency medical care
Ability to apply basic fire knowledge, pre-fire planning, incident procedures, and tactical operations
Ability to use sound judgement in making independent decisions with ability to remain calm under stress
Ability to establish and maintain effective working relationships with coworkers, volunteers and the general public
Ability to effectively document actions, establish and maintain appropriate records using computer systems and manual records
Strong and effective written and spoken communication skills including the ability to effectively prepare clear and concise reports and documentation of events and incidents, as well as effective public speaking and presentation skills
Work rapidly, accurately and calmly in emergency situations
Use computer software programs and/or other applications
Must meet Carroll County Risk Management driver eligibility requirements
Ability to successfully complete periodic physical fitness training and job-related re-certifications
Ability to maintain professional attitude, appearance and manner of performance

CERTIFICATES, LICENSES AND REGISTRATIONS

Current Maryland certification as an Emergency Medical Technician (EMT)
Valid Class B Driver’s License
Successful completion of approved Emergency Vehicle Operator course (MFRI, VFIS or equivalent)
Possession of Firefighter I certification issued by MFSPQB
Possession of Firefighter II certification issued by MFSPQB
Completion of FADO Pump Apparatus Driver/Operator certification by MFSPQB
Completion of FADO Aerial Apparatus Driver/Operator certification by MFSPQB or must complete within one year of hire date
Completion of FADO Mobile Water Supply certification by MFSPQB or must complete within one year of hire date
Rescue Technician certification (site operations, vehicle and machinery) by MFSPQB or Vehicle & Machinery Tech Rescuer I/II must be obtained within one year of hire date
Successful completion of NIMS ICS 100, 200, 700, and 800
Requires federal and state criminal background check as condition of employment

PHYSICAL REQUIREMENTS/WORKING CONDITIONS

Must be able to safely perform the duties of the position without posing a threat to the health and safety of themselves and others
Will frequently be required to stand, walk, sit, climb stairs, and lift up to 25 lbs; and occasionally required to bend, kneel, crouch, crawl, push, pull, climb ladders, reach above, at and below shoulder height, lift up to 100 lbs, and carry over 100 lbs
May frequently be exposed to fumes, flammable items, sharp objects or rough edges, and loud noises; and occasionally work in temperatures below 40 degrees or greater than 80 degrees, work in confined spaces, and occasionally exposed to airborne particles, blood, bodily fluids or blood borne pathogens, toxic or corrosive chemicals, exposed electric wiring or components, or noxious odors
Will frequently be required to work weekends and evenings and may occasionally be required to holdover or be called back to work, while ensuring that minimum staffing levels are met
​Physical requirements necessitate that facial hair is maintained to properly wear SCBA full- and half-piece air purifying respirators and other job-specific safety equipment and pass SCBA fit test throughout employment
Requires medical clearance consistent with NFPA 1582

ADDITIONAL INFORMATION

Available for all shifts as assigned and on-call as needed

Successful candidates must pass a physical examination in accordance with job duties
Specified certifications, licenses and physical abilities stated above must be maintained throughout term of employment
May be asked to perform functions of other positions as required and qualified
