Job Description

Ensures the adherence to all Human Resources policies, procedures, and practices related to the selection of classified candidates for employment.
Supports the overall recruitment and hiring process while primarily responsible for hiring classified staff.
Facilitates the involuntary (surplus) and voluntary transfer placement process of classified staff in collaboration with the appropriate supervisor.
Conducts investigations of employee complaints or concerns.
Oversees the background check process for the CCPS volunteer program.
Assists in MSDE teacher certification and related service provider licensure.
Assists with professional development opportunities for classified staff.
Monitors compliance with all appropriate federal and state regulations providing necessary research and data collection.
Assists in the revision and administration of human resources policies and procedures.
Gathers data for and assists in master agreement and/or interpretation of Board of Education policies and regulations.
Assists and participates in the collective bargaining negotiations process with one or more employee bargaining unit(s).
Supervises one or more employees.
Other duties as assigned related to the efficient operation of the Human Resources Department.

Job Requirements

MINIMUM REQUIREMENTS
Bachelor’s degree from an accredited institution in education, human resources, public policy, and/or related area.
A minimum of five (5) years of outstanding experience in education, human resources, recruiting, information systems or related business experience. School system human resources experience, preferred.
Knowledge of human resources software applications such as Powerschool, TalentEd Hire, Frontline, SunGard eFinance Plus, Workday, and others.
Outstanding human/public relation skills including ability to handle highly sensitive information with tact and diplomacy while maintaining strict confidentiality.
Experience which demonstrates excellent professional decision making.
Ability to take initiative and work independently.

PREFERRED QUALIFICATIONS
A minimum of five (5) years of outstanding experience in education, human resources, recruiting, information systems or related business experience. School system human resources experience within a public education/public sector environment where employees are represented by public sector unions/associations.
Master’s degree from an accredited institution in education, human resources, public policy, and/or related area.
Maryland State Department of Education (MSDE) certification as a Certification Authorized Partner (CAP) or Certification Authorized Partner Associate (CAPA). Selected candidate must be willing to secure the CAP or CAPA within one year of employment.
Maryland Educator Certificate with Administrator I or II endorsement or similar certification from another state.
Society for Human Resources Management (SHRM) and/or Human Resources Certification Institute (HRCI) certification.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of CCPS procedures, Board of Education Policy, and the Carroll County community is desirable.
Knowledge of and proficiency in Microsoft Office suite software along with human resources/finance/recruitment software.
Outstanding human relations, interpersonal communication skills, and verbal and written communication skills.
Ability to design, create and execute projects using databases, graphs, charts, and spreadsheets.
Ability to prepare and maintain complex reports and official records independently and accurately.
Ability to work with all school system staff and the general public in a positive and professional manner.
A self-starter and ability to complete tasks with minimal supervision.
Ability to maintain strict confidentiality.
Ability to exercise outstanding independent judgment.
Ability to embrace change productively and professionally.
Ability to work a flexible schedule that may at times include travel, an extended workday, and evening hours.
Ability to demonstrate excellent written and oral communication skills and work with persons from diverse backgrounds.
