Job Description
The Airport Operations Manager position offers an exciting opportunity for a skilled professional with a strong background in regional airport operations. The ideal candidate will understand airport daily operations and facility maintenance and have detailed knowledge of the Federal Aviation Administration (FAA), Maryland Aviation Association (MAA) and local regulations. In this leadership role, you will oversee a crucial $80 million project focused on runway relocation and safety enhancements. We seek a detail-oriented leader to guide the planning, design, and construction phases over several years. Your responsibilities will include making essential decisions, balancing various needs, overcoming challenges, and ensuring smooth and safe operations of the Carroll County Regional Airport (KDMW).
Essential Duties
• Serve as Carroll County’s representative to the Federal Aviation Administration (FAA) and the Maryland Aviation Administration (MAA) to ensure all regulations are followed.
• Manage the planning, design, construction, grant funds and regulations associated with the new runway relocation and safety enhancements project.
• Prepare and negotiate contracts/leases with Airport tenants and manage terminal services.
• Actively market and promote the Carroll County Regional Airport.
• Implement standards through the Airport’s policies and procedures. Lead team training to reinforce integrity, ethics, and use of best practices.
• Manage multi-state projects as required to support the future needs of the Airport.
• Manage and assist in the preparation of the response to federal audits.
• Develop and train staff in emergency procedures. Enforce safe operation of the Airport with emphasis on compliance with FAA Regulations and Airport Guidelines and Directives.
• Oversee the maintenance of airport equipment, facilities, infrastructure and grounds including landscape maintenance and snow removal.
• Develop goals to direct programs, integrating input from staff. Support and develop leaders to promote integrity, ethics, and the effectiveness of programs.
• Ensure operational standards set by Federal, State, and local laws are met. Promote use of legal counsel to ensure department policies, procedures, and practices follow applicable Carroll County ordinances.
• Encourage collaboration and support team members work and development through mentorship. Build and maintain a welcoming workplace.
• Maintain transparent communication to support flow of information.
• Own the budgets for the Bureau. Resolve issues by recommending reallocation of resources when necessary.
• May perform additional duties in Director’s absence.

You Might Be a Good Fit If
Education and Experience
• Bachelor’s degree in public administration or a related field
• Seven or more years of related experience
• Five or more years of supervisory experience or demonstrated ability to perform supervisory duties.
• A comparable amount of education and experience may be substituted for the minimum requirement.
Licenses
• Valid driver’s license
Preferred
• Accredited Airport Executive (AAE)
