*Essential employees must report to work as scheduled, and are required to stay at work for extended duty when City offices close due to inclement weather or other emergency situations.
JOB SUMMARY
An employee in this position is responsible for ensuring that the installation, construction, repairs, improvements, and maintenance of City owned utilities, roadways, buildings, and properties by contractors and developers meet approved City plans, specifications, and guidelines.
ESSENTIAL JOB FUNCTIONS
• Inspects project workmanship for quality, quantities and adherence to approved plans and specifications including, but not limited to, inspection of sanitary sewer construction, water mains and appurtenances, booster pumping stations, municipal water wells, highway construction, storm drain projects, and all areas within right of way, such as embankments, construction excavation, seeding, and general cleaning.
• Coordinates various aspects of development and capital projects with other departments within the City and outside organizations to ensure that the best interests of the City are considered.
• Coordinates project schedules and time tables with contractors and City personnel.
• Inspects and follows-up completed projects with final work in place, including as builts, lateral records, tapping reports, punch lists, and maintenance work.
• Works with construction contractors to make necessary field corrections, authorizes field changes without altering the scope of the work or the cost, and ensures that provisions are made for maintenance of traffic around construction projects.
• Ensures that all materials used on projects are in conformance with specifications and prepares special and periodic reports for the City Engineer.
• Coordinates annual paving contract, which includes accurately estimating quantities and types of roadway repairs necessary.
• Reviews capital projects, documents errors, omissions, and necessary changes, maintains daily records of construction progress, reviews developers’ and capital project contractors’ monthly applications for payment or letter of credit reductions, and provides recommendation for action.
• Reviews all work tickets for fiber house drop contract to assure accurate billing.
• Performs a variety of other duties including, but not limited to, ensuring that tests for all materials used in projects are in conformance with specifications, preparing special and periodic reports for the City Engineer, assisting in the resolution of citizen complaints, and assisting the office staff when needed.
• Cultivates and maintains positive relationships with City staff and the public.
• Keeps supervisor informed of all relevant issues and makes appropriate recommendations.
• Keeps informed on current inspection practices by attending workshops and educational programs or reading specialized literature.
• Works in a constant state of alertness and in a safe manner.
• Performs other duties as assigned.

Job Requirements
QUALIFICATIONS
Education and Experience:
• Associate’s Degree in Civil Engineering or a related field;
• Three (3) years of experience in a responsible non-professional engineering position in construction or surveying work; or
• Equivalent combination of education, training and related experience.
Licenses or Certifications:
• Certification in use of nuclear density compaction gauge;
• Possession of a valid driver’s license.
Knowledge, Skills and Abilities:
• Knowledge in the areas of geometry, trigonometry, modern Civil Engineering, principles and methods of surveying, sediment control procedures (certification), water and sanitary sewer safety regulations, OSHA/MOSHA regulations, compaction techniques, and the testing of construction materials.
• Ability to effectively read and interpret engineering and architectural designs and specifications.
• Ability to maintain records and perform contract administration, both development and capital, under direct supervision of the City Engineer.
• Ability to effectively communicate both verbally and in writing with contractors, engineers, developers, citizens, emergency personnel, utility companies, other governmental agencies, Superintendents, employees in other City departments, and supervisor.
• Ability to read, write, perform basic math skills, operate standard office equipment, and to understand verbal and non-verbal instructions.
• Knowledge of Microsoft Office Suite, the internet, e-mailing systems, and other relevant software.
• Ability to perform as a team member and through positive words and actions, support co-workers and City policy.
• Ability to maintain a pleasant and productive working atmosphere.
• Knowledge of the City’s policies and procedures.
• Ability to respond properly in emergency situations and to complete assignments under pressure.
• Ability to respond politely to customers, co-workers, management, and to the general public.
• Ability to professionally and effectively represent the City to outside and local, County, and State agencies, companies, and to the general public.
PHYSICAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
WORK ENVIRONMENT
The work involves exposure to a variety of weather conditions including hot, cold, rainy, snowy, dusty, and muddy conditions, noise from large excavating equipment, and fumes from diesel engines.
