This full-time position will be placed on the College 12-month employee Exempt Staff salary scale at grade 108. Actual salary placement based on qualifications and experience. Position includes an excellent fringe benefits package.
Job Summary
This position is responsible for overseeing the assessment, development, implementation, and evaluation of workforce training programs, including, but not limited to, health care, skilled trades, and apprenticeships, to include pathways such as pre-apprenticeships. This includes aligning programs with industry needs, maintaining compliance with state and federal regulations, and cultivating partnerships with local employers and the broader community. The Director plays a key role in expanding apprenticeship and clinical opportunities and ensuring programs are responsive to regional labor market demands. Additionally, the role involves building and sustaining relationships with Career and Technical Education (CTE) Leaders and Career Coaches in the Carroll County Public School System to support student transitions and program alignment. The Director provides leadership and oversight to a team of professional and instructional staff supporting workforce program delivery, while also being accountable for achieving annual revenue and FTE goals and managing budgets. Collaboration with internal departments and the tracking and reporting of program outcomes are also essential to advancing student success and institutional priorities. This position reports to the Dean, Workforce Innovation and Community Advancement.
Essential Job Functions
Provides leadership in the continuous improvement, creation, and implementation of workforce training programs across a variety of sectors, including manufacturing, healthcare, trades, transportation, and legal services, ensuring they are aligned with the latest industry trends, technologies, and standards. This involves conducting regular assessments of market needs, collaborating with industry experts, students, and faculty to ensure that the programs are both relevant and innovative.
Leads a diverse team fostering a collaborative environment that prioritizes quality, responsiveness, and student success.
Responsible for meeting or exceeding annual revenue and fundable Full-Time Equivalent (FTE) goals, working closely with the Dean of Workforce Innovation & Community Advancement to establish strategic priorities and operational objectives. This function also involves the continuous evaluation of program performance through data analysis and industry benchmarking to ensure continuous improvement, efficiency, and alignment with both institutional goals and workforce development needs. It requires daily collaboration within the Workforce Business and Community Education divisions, including Operations and Strategic Marketing and Brand Management, and with stakeholders throughout the College.
Develop and maintain strong, strategic relationships with local employers, community partners, and Career and Technical Education (CTE) Leaders and Career Coaches in the Carroll County Public School System to foster collaboration and ensure training programs align with industry needs.
Collaborate closely with stakeholders to support workforce pathways, strengthen secondary-to-postsecondary transitions, and align training programs under their purview with evolving community and labor market demands. By cultivating these partnerships, the director ensures that programs are tailored to provide students with practical, career-ready skills and meaningful employment opportunities.
Design and implement engagement strategies such as advisory boards, roundtables, and regular meetings serve to maintain open communication channels and ensure programs remain responsive and relevant. This collaboration supports the development of apprenticeship opportunities and reinforces the college’s role as a key driver of regional economic growth.
Collaborate with internal departments, including student and academic affairs, and career counseling. to ensure seamless support for student success, career readiness, and the development of clear, accessible career pathways. This collaboration ensures that students have the resources, guidance, and opportunities they need to succeed in their programs and transition into the workforce.
Monitor and track program outcomes, including student retention and completion using data to assess program effectiveness and identify areas for improvement. Regular reports on program performance, impact, return on investment, and alignment with institutional goals are provided to leadership and key stakeholders, ensuring transparency and accountability.
Serve as a member of the Dean of Workforce Innovation & Community Advancements leadership team, providing input on strategic goal establishment and enrollment cultivation.
Collaborate in drafting and managing workforce grants.
Supervise assigned staff.
Supervisory responsibilities include; recommending action related to hiring, transfer, corrective action, evaluation of direct report(s).
Perform other duties as assigned.
Job Requirements
Minimum Requirements to Perform Work
Bachelor’s degree and five years of educational or training program development experience.
Proficiency with MS Office
Experience in program management such as; workforce development or career and technical education
Experience leading and managing staff, developing and implementing programs and working with diverse stakeholders
Familiarity with state and federal education and labor codes, regulations, and policies related to apprenticeship programs and workforce development.
Strong communication (verbal and written), interpersonal and collaboration skills
Preferred
Master’s Degree
Experience with the specifics of apprenticeship program development and implementation
Experience in identifying, developing, and managing grant opportunities to support apprenticeship programs
PHYSICAL DEMANDS:
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required:

WORK ENVIRONMENT:
College campus, direct contact with diverse students, staff, faculty and the general public in classrooms, common and shared areas, offices, and campus environments. Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office, meeting, and training rooms. Use of safe workplace practices with office equipment; computers for data entry and word processing with some highly technical applications and new technology systems; avoidance of trips and falls; observance of fire and building safety regulations and all college policies; and observance of traffic laws when/if driving college vehicle. Interaction with College leadership, staff, faculty, students, and community partners.
