Job Description

As a part of the Department of Public Safety, you will apply your knowledge of emergency communications to support the goal of protecting life and property. You will manage the daily operations of the 9-1-1 Center, ensuring efficient operation and support of police, fire and emergency services in accordance with all applicable laws and regulations. The Emergency Communications Manager will rely on you to schedule, train, and support staff, while providing quality assurance.
Essential Duties
• Responsible for day-to-day operations of the 9-1-1 Center, including scheduling and staffing. Provide required training for Emergency Communications personnel in accordance with all applicable regulations and policies.
• Develop, implement, and maintain Quality Assurance and Improvement programs in accordance with all applicable regulations and policies. Perform quality review of emergency calls through 9-1-1 and other channels.
• Coordinate the development of Standard Operating Procedures in support of Fire/EMS and Police services.
• Support the management of NextGen 9-1-1 programs.
• Promote and maintain effective relationships with other County agencies and external groups. Provide agency representation at County, State, and regional meetings for delivery of 9-1-1 services, as needed.
• Participate in the response to all PIA/FOIA requests as an agency-identified Custodian of Records. Testify in open court as to the certified record, as needed.
• Review budgets for the office. Recommend reallocating resources when necessary.
• Implement standards developed in coordination with peers through policies, procedures, and work schedules. Lead team training to reinforce integrity, ethics, and use of best practices.
• Encourage collaboration and support team members work and development through mentorship. Build and maintain a welcoming workplace.
• Maintain transparent communication to support flow of information in the organization.
• Lead team operation to meet standards set in Federal, State, and local laws. Partner with legal counsel to ensure policies, procedures, and practices follow applicable Carroll County ordinances.
• May perform additional duties in supervisor’s absence.

Job Requirements

You Might Be a Good Fit If
Education and Experience
• High school diploma or general education diploma (GED)
• Five or more years of related experience
• Three or more years of supervisory experience or demonstrated ability to perform supervisory duties.
• A comparable amount of education and experience may be substituted for the minimum requirement.
Required Licenses and Certifications
• Valid driver’s license
• Maryland Emergency Medical Dispatcher (EMD) license
Must successfully obtain the following licenses and certifications within the required time:
• Emergency Telecommunicator Certification (or must obtain within one year of employment)
• CPR certification (or must obtain within six months of employment)
• Emergency Dispatch Certification (Medical/Fire/Police) (or must obtain within six months of employment)
• Emergency Dispatch “Q” Certification (Medical/Fire/Police) (or must obtain within one year of employment)
• CJIS certification (or must obtain within one year of employment)
• 9-1-1 Center Manager Course (NENA, APCO, IAED, or other nationally recognized organization)(must begin course within one year of employment)
• Communications Training Officer (or must obtain within one year of employment)
• ETC-Instructor (or must obtain within one year of employment)
Additional Information
• Requires criminal background check as condition of employment.
• Requires Federal and State criminal history record check for CJIS certification.
• Employment conditional on ability to pass required certification tests and a background check.
• Will be required to work outside of standard hours.
• Work schedule includes nights, weekends, and holidays.
• Uniform required.
Working Conditions
• Requires ability to perform work in a confined area for long periods without leaving the facility.
