This position will be placed on the 12-month non-exempt staff salary scale at grade 10. Actual salary placement based on qualifications and experience. Position includes and excellent fringe benefits package.

Job Summary

This position reports to the Assistant Chief, Campus Police. Responsible for providing supervision to personnel as directed by the Chief of Campus Police including the ability to plan, organize, coach and evaluate employees. Provide overall security and safety of the college campus and enforce the statutes of the State of Maryland’s educational articles, criminal laws, and rules & regulations of the college. This position serves as first line supervisor in absence of Chief, Campus Police and Assistant Chief, Campus Police.

Essential Job Functions

Perform duties as first line supervisor
Successfully complete medical first Aid/CPR/AED, Maryland Police Training Commission minimum score in handgun certification, as well as OC Spray training and all other appropriate training as required
Communicate effectively with the College community by giving information and directions, mediating disputes, and advising of criminal and administrative processes
Respond rapidly to emergency/security issues within facility and on adjacent property
Function as part of the College Crisis Management Team and serve as Incident Commander or fill other Incident Command System positions as necessary and/or required
Prepare written incident and physical injury reports, routine police related reports, and other documentation as required
Review and approve reports and other documentation completed by direct reports
Responsible for performance management/coaching for direct reports
Monitor activity within the buildings and grounds, including monitoring of security cameras
Detain, intervene, apprehend, and arrest suspects; conduct investigations as necessary. Applies for charging documents as appropriate
Monitor and direct motor vehicle traffic on the parking lots as required
Enforce parking violations and College rules and regulations, including monitoring and enforcing smoking, vaping, and tobacco use regulations on campus
Maintain an effective working relationship with other law enforcement agencies for enforcement actions and effective exchange of information
Report abandoned vehicles, safety issues, lighting, and other facility problems to the administration for appropriate action
Engage in public safety patrol functions that include walking foot patrol, physically checking buildings, and utilizing college vehicles as necessary
Develop monthly staffing schedule
Assist with the development of training programs and annual in-service training
Assist with Field Training new officers within the department
Perform other duties as assigned

Job Requirements

Minimum Requirements to Perform Work

HS Diploma/GED with three years of experience in law enforcement, Special Police, or combination of experience. Corrections experience may be considered in combination with law enforcement or SPO experience for a maximum of one year to meet the three-year minimum.
Successful completion of a Law Enforcement Training Academy, College Public Safety Academy, or Correctional Officer Training Academy.
If required to complete an SPO academy, must complete within one year of hire date
Supervisory experience in law enforcement field at the rank of Corporal or above
Be at least age 21 at time of appointment as a Maryland Special Police Officer
Excellent verbal and written communication skills, knowledge of laws in domestic violence, sexual assault investigations, stalking, Title IX, and Clery Act requirements
Excellent organizational skills
Knowledge of traffic laws and criminal laws at the local, state and federal level
Must undergo a background check, physical exam, and psychological exam if not a current full-time College campus police officer
Be free of a felony or serious misdemeanor conviction, including domestic violence
Meet the standards established by Carroll Community College regarding possession of or use of Controlled Dangerous Substances
Must have a valid driver’s license with good driving record (3 points or less at time of hire; no current or past serious violations as determined by the Chief of Campus Police)
Must have not been arrested for DUI within the past five years (60 months)
Available to work flexible hours and various shifts including evenings, weekends, and required overtime
Must have or be able to obtain a Maryland Handgun Permit and Special Police Officer Commission
Computer literate with basic knowledge of technology used by the College
Must be positive, cooperative, and supportive

Preferred:

Associate Degree
Experience developing schedules, operational plans, and after-action reviews
Police supervisory experience at the rank of sergeant or above
Experience as a Maryland Police Training Commission certified instructor
Successful completion of the Maryland Police Training Commission First Line Supervisor and First Line Administrator schools
Experience as a Maryland Police Training Commission certified Field Training Officer (highly preferred)
Experience with behavioral threat assessment and threat management

PHYSICAL DEMANDS:

Work can require a high level of effort. Requires the ability to walk and stand for long periods of time. Work may be physically demanding at times requiring exposure to the elements and may potentially require running, chasing, and physically subduing a suspect. Additionally, the following physical abilities are required:

Balancing, crouching, climbing, crawling, kneeling, stooping
Grasping, handling, reaching, repetitive motion, lifting, pulling, pushing, smelling
Hear/talk/communicate – Must be able to exchange information and communicate
Visual Acuity – Ability to perceive or detect surroundings
Mental Acuity – Able to focus, concentrate, understand and convey subject matter
Repetitive motion (i.e. keyboarding)
Stand/sit/walk/able to move or traverse from one area to another

WORK ENVIRONMENT:

Work environment involves potential risks of violence or potentially dangerous situations that could result in bodily harm. Officer duties performed in such places as offices, meeting rooms, parking lots, cars, and training rooms. Position requires safe carry of weapons (including firearms); use of conflict management skills; proper maintenance/use of equipment including office equipment/vehicles; use of new technology systems; avoidance of trips and falls; acquiring/maintaining equipment; and involvement in capital improvements. Besides police-related duties while protecting the public from imminent danger, officers must observe fire safety and building safety regulations and follow all Maryland traffic laws and College policies when/if driving College owned vehicles.

successfully complete a criminal background check (for designated positions)
be able to work on campus as of the first day of employment
be a resident of DE, MD, PA, VA, WV or DC as of the first day of employment
be currently authorized to work in the US, as the College does not offer Visa sponsorships
