Job Description
This position performs complex accounting work with principal duties of planning and executing payroll functions and timekeeping activities. Work is a combination of payroll, accounting and clerical duties and the position acts as record keeper, bookkeeper, and customer service representative for the Finance Department. The position is substantially responsible for the handling of sensitive payroll and employee benefit data. The position is also responsible for payroll processing and reconciliation, including payments related to payroll, payroll database, accumulated leave records, Federal and State withholding tax reporting, and quarterly and year-end reports. The Accounting Specialist – Payroll is characterized by a high degree of professional judgment, integrity, confidentiality, and communication skills and is a highly motivated, problem-solving, multitasking individual who works well in a fast-paced, dynamic environment. In addition, the position will be cross trained to perform other basic accounting functions in the office to support coworkers, as needed. This is a non-supervisory role
Job Requirements
Education and Experience:
• Associates Degree in Accounting, Business Administration, Human Resources, or related field required.
• Three (3) to five (5) years of related payroll experience required.
Licenses or Certifications:
• None.
Knowledge, Skills, and Abilities:
• Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
• Excellent organizational skills and attention to detail.
• Strong analytical and problem-solving skills.
• Ability to maintain confidentiality and protect sensitive employee data.
• Proficient with payroll software.
• Ability to act as a representative of the city to the public.
• Ability to organize, track, and maintain accounting and other records effectively and efficiently.
• Ability to establish and maintain effective working relationships with other staff, successfully communicate with other staff members and members of the public and work
as a cohesive and collaborative team member.
• Ability to establish priorities and organize workload effectively and efficiently.
• Ability to maintain a pleasant and productive working atmosphere.
• Knowledge of the City’s policies and procedures.
• Ability to respond properly in emergency situations and complete assignments under pressure.
• Ability to keep all relevant parties informed of major issues and recommend changes as appropriate.
• Knowledge of Microsoft Office Suite, the internet, e-mailing systems, and other relevant software.
• Ability to read, write, perform basic math skills, operate standard office equipment, and to understand verbal and non-verbal instructions.

Wages per hour: $21.63 – $24.04/hour, depending on experience.
