Job Description

The Child Sex Trafficking Regional Navigator is a newly created position that will work closely with RCIS staff and community partners to identify and coordinate current and emerging services available to assist at-risk, sexually exploited, and trafficked youth, while also helping to facilitate the creation and development of processes for how local, county, and state systems will improve their responses for victims aged 24 and under. The Regional Navigator is a grant-funded position with full benefits.

Per this state-funded grant, the Regional Navigator and/or RCIS staff must coordinate and/or provide the following services for suspected child sex trafficking victims: ● Safety planning ● Emergency response ● Basic living needs, not including housing ● Trauma counseling and mental health services ● Drug and alcohol abuse treatment ● Legal services ● Victim advocacy, and ● Case management. Providing services includes referrals to and ensuring child victims receive the services required under the Child Sex Trafficking Screening and Services Act of 2019.

ESSENTIAL DUTIES AND RESPONSIBILITIES

PROGRAM COORDINATION

Develop, coordinate, and facilitate a multi-disciplinary human trafficking taskforce within the Carroll County community of relevant medical, victim assistance, law enforcement, legal professionals, and community resource agencies to ensure immediate trauma-informed and developmentally appropriate response and intervention.

Work with community partners to establish and implement a streamlined response to suspected trafficking victims, including the development of a community case review forum.

Work with community partners to establish and implement a standardized tool for the identification of suspected minor and HT victims.

Communicate and provide input to state agencies and other partners on the progress of the Regional Navigator Program implementation.

DIRECT CLIENT SERVICES

Provide first response education to RCIS staff and volunteers for screening of potential CST victims

Provide first response to school, police and court accompaniments for CST victims

Provide appropriate services or referrals to walk-ins CST victims and helpline callers

Conduct needs assessment for each client and provide the following as appropriate: crisis intervention, safety planning, advocacy, referrals, and follow-up

Coordinator and/or provide CST survivor advocacy and accompaniment to emergency medical care and medical forensic exams

Provide on-going case management services for identified victims of CST

Maintain client database; keep database current with all client/hotline activities; provide required reports

Maintain up-to-date, factual, and complete client files

Actively participate in helpline coverage and Emergency Dispatch List (EDL)

Participate in regular individual and group supervision as required

Maintain the confidentiality of client, staff, volunteer, and agency information

Maintain appropriate boundaries with clients, community members, and staff

OUTREACH & EDUCATION

Assist the community in identifying and developing needed services for human trafficking victims*

Provide outreach and education to professionals and community members regarding best practices in the areas of assessing and identifying victims, prevention, recognition and response to suspected victims*

Identify outreach materials for first responders and identifiers of human trafficking*

Participate in outreach and education activities related to RCIS/Multidisciplinary Team model for Human Trafficking services

*Outreach/education efforts will be coordinated with the RCIS Outreach Educator

OTHER DUTIES

Promote, support, and demonstrate the mission, vision, and values of RCIS through both behavior, and job performance as well as adhere to policies, procedures, and standards on a day-to-day basis

Compile and enter monthly and yearly statistical, narrative, and other reports as directed

Attend conferences and trainings as needed to stay up to date on current best practices

Perform other duties as assigned by the Clinical Director or CEO.

Job Requirements

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university in an appropriate behavioral science or human service field

Minimum two years’ experience working in related environment providing case management or services to survivors of sexual assault or human trafficking

Knowledge of intensive psychosocial services and a wide range of skills required

KNOWLEDGE, SKILLS AND ABILITIES

Excellent oral and written communication skills

Experience and skills in community organization or implementing public health initiatives

Must be organized and able to meet and manage scheduling demands

Thorough understanding sexual assault, trauma, domestic violence, dating violence, and human trafficking

Thorough understanding and knowledge of diverse communities, underserved populations, inclusivity, and accessibility

Competency in word processing and presentation software; database experience helpful

Ability to work flexible schedule including days, evenings, and occasional weekends

Must possess valid driver’s license and have access to reliable, insured vehicle

Must pass criminal background check (conducted every three years)
