Job Description
An employee in this position is responsible for performing a variety of essential duties related to the operation of the Wastewater Treatment Plant including, but not limited to, the collection and control of flow, laboratory analysis, and the processing and discharge of effluent.
• Monitors biological processing and wastewater flow and observes influent for abnormalities in order, color, septicity, etc. and high/low water flows.
• Performs a variety of daily tasks including, but limited to, cleaning screens, recording pressure readings and elapsed equipment running time, measuring and recording sludge blankets, and conducting routine and preventative maintenance and repair of equipment, building and grounds, and daily routine cleaning.
• Checks pumps, valves, and electric motors for operational efficiency.
• Adjusts chemical feed rates, flow distribution, air flow, and replenishes chemical supplies as dictated by laboratory data and operational conditions.
• Assists in the interpretation of laboratory data to determine the best possible operational conditions to product a quality effluent.
• Participates in the removal of sludge, which involves the operation of the belt filter presses for sludge dewatering, driving a heavy truck and agricultural equipment for sludge disposal, record keeping, and complying with State requirements for safe sludge disposal.
• Performs skilled water pollution control laboratory testing and analysis, collects samples and identifies concentrations of chemical physical or biological characteristics, and gathers and tests wastewater samples for plant efficiency reports in accordance with local, State, and Federal requirements.
• Trains to assist in the control of the Wastewater Treatment Plant Septage Facility, which includes the receiving and disposal of septage, monitoring of septage, and maintenance of related equipment.
• Trains to interface with the Treatment Plant computer operated Supervisory Control and Data Acquisition (SCADA) software program as well as programmable logic controller (PLC) controlled panels for a variety of treatment works equipment.
• Keeps supervisor informed of unusual or detrimental conditions including equipment malfunctions and/or other problems.
• Keeps informed on current department practices by attending workshops and educational programs or reading specialized literature.
• Works in a constant state of alertness and in a safe manner.
• Performs other duties as assigned.
Job Requirements
Education and Experience:
• High School diploma or General Equivalency Diploma GED; or
• Equivalent combination of education, training and related experience.
Licenses or Certifications:
• Possession of a valid Class B CDL driver’s license with Tank vehicle and Air Brake endorsements by the end of the probationary period;
• Obtain a Valid State Flagger CPR and First Aid certification;
• Successful completion of various Maryland Center for Environmental Training classes;
• Possession of a valid Temporary Class V, A Wastewater Operator’s Certificate from the Maryland Department of the Environment Board of Water Works in accordance with Environmental Article Title 12 and COMAR. 26.06.01 by the end of the probationary period (6 months);
• Possession of a valid Class V Wastewater Treatment Certification from the State of Maryland within three (3) years of hire, which will result in promotion to Certified Operator.
Knowledge, Skills and Abilities:
• Knowledge of mechanics and laboratory equipment.
• Knowledge of and the ability to operate and troubleshoot equipment used in the operation of the Plant, including various motor vehicles such as tank and dump trucks, sludge disposal equipment, agricultural tractor, spreader, and tillage equipment, some laboratory testing apparatus, belt filter presses, pumps, and chemical feed system.
• Ability to act as a representative of the City to the public.
• Ability to operate a personal computer, input and retrieve data and a working knowledge of Windows based programs commonly used in the wastewater industry.
• Ability to accurately read and record data, charts, and gauges, read and comprehend State and Federal regulations regarding wastewater treatment, perform basic math skills, and operate standard office equipment, including telephone, facsimile machine, electronic mail system, calculator, etc.
• Ability to perform the physical aspects of the job.
• Ability to perform as a team member and through positive words and actions, support co-workers and City policy, and to understand verbal and non-verbal instructions.
• Ability to respond properly in emergency situations and to complete assignments under pressure.
• Ability to respond politely to customers, co-workers, management, and to the general public.
• Availability to work on a 24 hour, on call status, responding to emergencies.
• Availability to work on a revolving schedule including some weekends and holidays.
• Knowledge of the City’s policies and procedures.
• Ability to keep all relevant parties informed of major issues and recommend changes as appropriate.
• Ability to use small, medium, and heavy equipment and machinery.
